Workflows: When to perform actions already ran for the call

Problem Summary Workflow actions do not execute because specific "When to perform Actions" already ran for the call.
Error Message N/A
Possible Cause Each "When to perform Action" can only run once for each call. If two calls on a phone are merged (such as in a conference or transfer scenario), the trigger  which had been run for the call flags of the surviving call is used.
Recommended Action None. This is expected behavior.
