Known Issue: Initial Synchronization Fails

Synchronization does not work correctly immediately after your installation of Cisco Unified Presence.
What Caused it?
The software installer does not very the AXL credentials (username, password) that you entered during the installation.
What Can You Do?
The first thing to do is to run the System Troubleshooter and check the Sync Agent status, as shown in the screenshot below.
Next, try these tips:
1. Go to Cisco Unified Communications Manager Administration, and select User Management > Application User. Check AXL User. Verify that it has "Standard AXL API Access" role as the associated role. Retype the password and avoid using special characters in the password.
2. Go to Cisco Unified Communications Manager Serviceability, and select Tools > Control Center - Feature Services. Verify that the "Cisco AXL Web Service" is running.
3. Go to Cisco Unified Presence Administration, and select System > CUCM Publisher. Verify that the username and password match the username and password that you entered on Cisco Unified Communications Manager (step 1). Note that the username is case sensitive.
4. Go to Cisco Unified Presence Serviceability, and select Tools > Control Center - Network Services. Verify that the "Cisco UP Sync Agent" is running.
