W1 upgrade issues

Problem Summary	After w1 upgrade the application is not able to pick up scripts.
Error Message	While calling the application there is an engaged tone
Possible Cause	Config object not loaded
Recommended Action	Performs these actions: Refresh all applications(preferred) of restart engine to resolve this issue. Please collect SCRIPT_MGR logs and APP_MGR logs and also the state of application_cofig objects from CET tool before the refresh or restart, and after the refresh or restart.
