This scenario was seen once. After w1 upgrade the application is not able to pick up scripts. Refresh all applications of restart engine to resolve this issue. Please collect SCRIPT_MGR logs and APP_MGR logs and also the state of application_cofig objects from cet before the refresh or restart and after it.
