User login before replication can result in service install failure #1

Problem Summary If a user is given setup permissions on a Domain where there are Domain Controllers in different sites, and the user logs onto a machine before replication of user permissions has completed, setup may experience errors.
Error Message None
Possible Cause The user does not have setup permissions for a specific instance.
Recommended Action Check the setup group in the instance OU on all of the Domain Controllers and wait until the user has been replicated to all of them. After the user has been replicated, logout of the machine and then log back in. This resets the user permissions. Now you are able to run setup with no issues.
Release Release 7.5(1) and 8.0
Associated CDETS # None.
