Starting Informix Database Causes Client Locale Not Set Error

Problem Summary	When starting Informix from the command prompt generates an error message.
Error Message	CLIENT_LOCALE is not set. The database cannot be accessed.
Possible Cause	The database was tried to be started from the command line instead of the Services control panel.
Recommended Action	Verify that the database has stopped. Go to the Services Control Panel and start the Informix service with the appended database name.
