DRF: In the Backup Device page add-new button is grayed out

Problem Summary	8.x DRS backup device page the “add-new” button is grayed out and shows message “Local Agent is not responding. This may be due to Master or Local Agent being down".
Error Message	Local Agent is not responding. This may be due to Master or Local Agent being down
Possible Cause	Restore failed because, Cisco Desktop LDAP Monitor Service was failing to stop(since it was not activated).
Recommended Action	Generate a new certificate and upload the certificate. Login to OS Administration:-Go to Security -> Certificate Management. Click on ipsec.pem Generate a new one Download it. Go back Delete ipsec-trust (If it exists) Upload the downloaded file against ipsec-trust
Release	Release 8.0(1). Applicable to 8.5(1) also.
