SIP Code 488 or 603 Returned on Full Video Call Rejection

Problem Summary	SIP code 488 or 603 is returned on a full video call rejection from IVP. A Fast Busy is heard.
Error Message	SIP code 488 or 603
Possible Cause	MCU or MVP/EMP unit on IVP is not registering or is in service.
Recommended Action	Follow the steps in the Radvision documentation to place the MCU or MVP in service.
